Frames are often preferred because they allow you to elegantly keep a table of contents and a Letterhead or company logo on the display in the browser, as the person bounces around in the rest of the website. They are a little more complicated. You need a separate HTML script for each frame, and one overall general one that tells the browser how to display the individual ones. I hesitate to use them because they take away from browser viewing area.
